After sending three articles regarding above-noted subject, one in Arabic and two in English (all attached below), I received below well-informed input from Ms. Nazly Fawzi. Please take the time to read her valuable analysis of the issues that have plagued women in the Middle East for what seems forever. Ms. Fawzi has had first-hand experience with these issues and her writeup below reflect an in-depth understanding of the plight of women in the Arab world.

It has been a pleasure to communicate with and make friends with some members of circulation lists since the Egyptian Revolution in January, 2011. I was fortunate enough to meet with some who do not live too far from me, giving us the opportunity to exchange views and establish new friendships. Before I respond to your email, as I will elaborate on the subject, I will provide a short Bio on myself, also for those who do not know me.

- As a previous Senior Bank Executive in London, in charge of the Middle East, dealing with Women’s Banking as well in the M.E., I have had direct knowledge of many issues affecting Women’s rights and Gender Inequality in Islamic Countries. Met with various lawyers and other leading personalities, discussing and researching Sharia Law and the Qanoon El Ahwal El Sakhsiya and its impact on Society.
- Was ’silently’ active to promote Women’s Rights during all these years, helped many women achieve financial independence, many of whom, whose personal lives were affected or shattered by the easy Divorce Laws, now live decently and independently in various capitals of Europe and the M.E.
- Due to a conflict of interest in my profession, it was not possible for me to go public with my ideas, work or readily get published since the Department I was in charge of at the Bank dealt primarily with men from the M.E., my clients. The contradiction of ideas, principles and actions would have caused a great loss to me and the Bank and offended my clients, whom I respected and served loyally, regardless of our differences of ideas and life style.
- I am now able to follow my real interests more freely and actively, having benefited from years of experience in the field and having kept notes on my meetings and research.

Thank you for your response to the Arabic article "بيوت العفاف لممارسة الجنس الاسلامى" I forwarded to you regarding the passing of an Iranian Law, citing the establishment of “Chastity Houses” to legalize Prostitution under the pretext that this conforms with Islamic Law, to supposedly address the increasing rate of rape and to help relieve sexual suppression. The article is included below.
Thank you for your research and emailing me the additional articles in English (included below for those who have not seen them).
First, I am surprised that more people do not seem to be aware of the Mota’, Temporary or Orfi Marriage activities in the M.E. This has been a source of many discussions for years and the underlying problems arising from them have been publicized and even exposed in Films.
These marriages, whilst discouraged by various Political and Religious Figures, have at the same time spread with the Blessings and encouragement of other Political and Religious Figures. I am not aware of any laws forbidding these.
There is a big difference between various interpretations of Islam/The Holy Quran by different Clerics and laymen and the deliberate misinterpretation of the Message God revealed to the World. Deliberately misquoting or misrepresenting the Quranic verses, whether by incorrect translation of words or by omitting parts of a verse for personal purposes, is not acceptable. Making false claims and passing laws in a Constitution of a Country based on this is precisely where a larger part he problems lie.
Since the Holy Quran was revealed for the purpose of, amongst other reasons, organizing and improving the lives of God’s creations, it is simply not conceivable, not possible and not acceptable to use this for the destruction of its principles, which aims were to help human beings live a decent life.
What comes to mind are the problems created as a result of misinterpreting Islamic verses or spreading the belief that certain practices originate from Islam, like Female Genital Mutilation. These misconceptions include the Mot’a, Temporary or Orfi marriages, FGM, Polygamy and the Khol’ laws(Mada 20, Qanoon 1, year 2000). Mot’a or temporary Marriages are simply a piece of paper for the purpose of practicing sex, i.e. prostitution, or rather providing females for the purpose of serving the male species with sexual relief, how degrading and demeaning for women. I quote from the Arabic article: “whoever wishes to practice sex, can go to the “Chastity House”! What a title! It sounds like, men, if you wish to relieve your bladder, go to the toilet!! This is indeed pathetic. Please do not excuse my crude description! These Marriages cannot be regarded as legal in any Islamic Country because they break the basic rule of Islamic Marriage, which is Ish’har, making such a Marriage invalid unless this is publicly announced. I assume no male or husband wants to publicly announce he has married a prostitute! The Holy Quran continuously stresses that God sees and knows everything, He therefore also sees deceit and sin.
Equally, in reference to Polygamy, please see Surat El Nisaa, misinterpreted widely, especially by Wahhabis, Iranians and Islamic Clerics, claiming Sharia Law permits 4 wives simultaneously. No such thing! First, the verses refer to orphans and the rest of the verses, conveniently left out of the laws, continue to state that a man may marry one, two……if you can treat them equally, but you can’t, i.e. you are a mere man and cannot rise to such a challenge. There is a reason why a man goes after another woman, youth, beauty, money, status, all making a difference between wives who are, by nature, already not equal. What arrogance that men should think they are capable of treating wives equally. Of course there are varied definitions of “equal”. Men have related to me that it means giving each one equal time and material things! Hallelujah! What about feelings, method of making love, affection, outings and a whole lot of items where no human being could possibly be totally fair, not to mention the feelings of a woman whose husband is sleeping with another woman in the room next door!! That is why the verse goes on to say , you can’t treat them equally, which falls on deaf ears to those who benefit. Also, the hurt it causes women when they discover their husbands have been married without their knowledge. When Ibn Saud followed the ideas of Abdel Wahab, establishing the Wahhabi Sect, forcing archaic laws to be established, this was mainly aimed at controlling women’s lives. How does this conform to Islam, when it is clear that the Prophet Muhammed, MPBUH, was referred to as the last Prophet. Present unjust Marriage and Divorce laws have facilitated the establishment of Mot’a/Temporary/Orfi Marriages with relatively little opposition, as they are passed by the men who benefit from them. Unfortunately, Islamic ‘Missionaries’ on TV have done little in terms of real reforms, in fact, some have caused the movement for emancipation of women to suffer further. They mainly stick to the obvious non-controversial topics, lest this interferes with their popularity and their ever increasing bank accounts. I have personally not heard of any campaigns by these people to eradicate or correct any misconception which causes women a great deal of suffering. I listen to these TV shows for research purposes, I may have missed some that differ with my above remarks.
In the English articles you kindly forwarded to me, there is a statement : “for reasons no one entirely understands, the number of prostitutes on the streets of Iranian cities and towns has grown substantially in recent years.” As this is the reason the Iranian Government is establishing “Chastity Houses”, then the statement must be true, and not propaganda. The flourishing of this profession in Iran and elsewhere in Islamic Countries is in direct correlation with Gender Discrimination/Injustice causing the suffering of half the population in Islamic Countries. Women resort to this profession because there is no alternative in many cases.
The alternative is there and is possible, but challenging the so-called Islamic laws in these countries would take away the ‘rights’ or rather the easy, pleasurable lives of the men who succeeded in passing these laws in the first place, becoming the Kings of the Jungle, so will not give in without a huge battle, which is eminent if women are to have a decent life for themselves and their future generations. Hell will have to be expanded to accommodate these men who misquote God’s words for their own gratification. Another quote, “ The temporary Marriage License would protect the couple from harassment by the authorities (the same ones who pass the laws??)…..and would be accompanied by free contraceptives and health advise. Under Religious law (what??), a temporary marriage imposes no obligation on a man (of course not!!), unless the union produces a child, who must be recognized as legitimate and can claim a share of inheritance”. Amazing services to establish, encourage and manage Prostitution rings! Has the IQ of these men been measured?? Unbelievable, this contravenes Islamic Law and gist in more than one way:
- If the Marriage is not made public, it is not a valid, legal Marriage.
- If the Marriage is not legal, you cannot have a legitimate child from an illegal Marriage.
- A prostitute means she has sexual intercourse with multiple partners, so how is this going to be organized to ensure who the biological father of the child is. A DNA test each time there is a pregnancy and keep a DNA test record for each partner ahead of the Marriage being consummated, so the match can take place without trying to locate the man who may not wish to come back to this facility?? A case in my Anthropology class has come to mind, although this was a long time ago. There is a tribe in Africa, where it is the woman who is permitted to have more than one sexual partner (hello, gentlemen, are you listening?). However, the rule is that when the female gets pregnant, one of the suitors has to present the newborn with a bow and arrow, signifying he has claimed paternity for this child, regardless of whether he is the biological father or not. This was before DNA tests were available. If no one claimed this child, the woman was severely punished for committing adultery, if I remember correctly, this caused an uproar in the class as to the illogical terms of this law. So lack of logic should not surprise us.
- For Islamic Marriages to be legal, after a Divorce takes place, there has to be a Moddet El Edda, a 3 month period where the woman may not marry to ensure she is not pregnant by her previous husband. How does one organize multiple Marriages/Partners for a night, a day, a week under this law. If the prostitute has a partner for one night, does she take 3 months off?? With the Clerics taking 50% of her earnings, it would hardly be worth it for her!
- If a Moslem man marries and divorces his wife three times, he may not marry her again, unless she has married and consummated a marriage with another partner. Therefore, detailed records would have to be kept to ensure the same man does not overstay his welcome with his favorite prostitute!! The man, being a God fearing Moslem, would also have to keep proper records in his little red book, lest he angers his God!
- I assume then, that the Clerics are using the 50% of the earnings from this activity to cover the large expenses required to hire excellent statisticians, bookkeepers, social workers, doctors, pharmacists, midwives and so on to keep this system going. Imagine if they hired inefficient people and the Islamic Laws were not observed and a man walks off with someone else’s child! Oh, yes, what rights do the mothers have and what happens to the child whilst she is occupied with other clients. Seeing that a lot of thought has gone into legitimizing the status of the child, how does one bring up a child in the “Chastity House”!
- If the child is removed from the woman, (that would be her value to the Clerics), then presumably, the man gets custody of his offspring. The child, the most important in this complex operation: what does a single or married man do with a child from such a union. Take him/her home to Mama? Or to a wife and explain the origin? Deposit the child in an orphanage? Leave the child in the street? Anyone can check the actual increase of the numbers of orphanages and street children in the M.E. I have visited some and discussed this subject, especially in Egypt. Not taking away from the excellent work carried out by volunteers/personnel who give these children a lot of care, the origin of these children is heartbreaking. Many are simply left on the doorstep of these orphanages. How do these fathers think that by legitimizing the status of a child, technically born out of wedlock, it has given the child love and security.
- But all is not lost: there is a benefit that comes to mind from this Arabic article, ironically for Egyptian women as mentioned in the following point. This is in regards to the fees charged for the services proposed. $50 for 5 hours (really? must include a break and dinner, sure beats the minimum wage in the USA of $7.25 per hour!), 1 day for $75, Virgins are given an extra $150 for their Virginity, presumably a one off charge, unless this is rectified with an operation as has become popular. Please note that this does not solve any problems, but encourages poor, young girls to enter into this line of activity, also divorced women with no means of support, due to archaic Islamic law.
- The benefit referred to, however, would be for Egyptian women who decide to file for Divorce under the Kho’l law. (Again Mada 20, Qanoon 1, year 2000). This law states, amongst other stipulations, that if a woman wishes to file for Divorce under this law, she has to pay back the Mahr, the Bride Price paid to her by the husband upon Marriage, as well as some gifts that qualify under this law. It is therefore only fair that the husband compensate the wife for services rendered for all the years of Marriage. Since the Mahr has usually been spent on the husband or household a long time prior to this, many wives cannot avail themselves to this insulting law anyway. To be fair, an amendment should be passed under this law, giving the wife financial compensation for services that include: fees for the meals she has cooked, for washing clothes, cleaning the house, nanny services, being there at his beck and call, preparing parties and entertaining his friends and business people to promote his business from which she is not permitted to benefit in this case and, of course, for sexual services for which we now have a base to calculate from, thanks to the Iranian Mullas! Let me see, an example would be, average $50 per hour for 5 hours, at least once a week, multiplied by the numbers of years the marriage lasted, that comes to a hefty sum with the fees of the other services, allowing the wife to start a new life. Especially so for women whose husbands did not permit them to work so they could free themselves for the duties mentioned above.
The Quran states that men should marry and divorce women “Bil Ma’rouf”, i.e. with fairness and kindness. The above compensation would surely qualify under this. I have been at receiving end of the Islamic Divorce Laws, I know what I am talking about!
Back to the quotation from the English article that no one understands why there is an increase in the no. of Prostitutes in Iran, for that matter elsewhere as well. Countries that practice archaic Gender Discrimination laws, result in women resorting to what is available to them to make a living and feed their children.
There are remedies that the Governments can instigate to resolve the above mentioned problems, properly following Islamic law in combination with 21st Century common sense, just laws:
- Please note the original Arabic Article states that the establishment of these ‘Chastity Houses” are for the purpose of eradicating or diminishing the no. of rape cases as well as cases of sex suppression suffered by Iranian youth. Presumably, this refers to Iranian male youth. In cases of rape, punishment should be Castration or a life sentence in prison or capital punishment. This would reduce the rate very quickly, saving the huge expenses of establishing these prostitution houses and leaving plenty of funds to prepare the females to establish a decent life. It is, after all, an eye for an eye….. This would be as effective as the laws in Saudi Arabia in cutting off the hands of thieves! As for relieving sexual frustration, providing prostitutes is not a decent answer, shame on them!
- For that matter, Castration would be a fair punishment for fathers who force FGM on their daughters. Why should men be allowed to enjoy sexual encounters, having deprived their daughters from the same. What is good for the goose is good for the gander. This is not to mention that this practice has increased, not decreased and has ruined many a Marriage.
- Aside from changing divorce laws, provide a sanctuary for divorced women and provide them with training to be able to provide for themselves.
- Establish a law system to force divorced men to provide for their offsprings. In Egypt, this was instigated by Mrs. Jihan Sadat, cancelled by Suzanne Mubarak!
- Overall, the unjust and archaic laws governing many Islamic countries have to be changed to allow these countries to move into the 21st century.
The above provides only a few ideas to address the matters at hand, the project to achieve this is much bigger, but can be achieved more rapidly with the support of the male section of the population, who otherwise would be, to a large extent, the stumbling block in achieving any progress.

Iran: Proposal Debated For Solving Prostitution With 'Chastity Houses'

A new plan by some senior Iranian clerics for solving the country's problem of street prostitution is causing widespread debate. The plan would create so-called "chastity houses" for destitute women where men could marry them for a few hours under Islamic law. Proponents say the plan would "eradicate social corruption" by legitimizing the sexual relations between the men and women. But critics say it could simply push more poor women and runaway girls into becoming prostitutes.
Prague, 7 August 2002 (RFE/RL) -- Prostitution is illegal in the Islamic Republic of Iran, and the penalties are severe, ranging from flogging to execution.
But for reasons no one entirely understands, the number of prostitutes on the streets of Iranian cities and towns has grown substantially in recent years, particularly in Tehran and the holy city of Qom, which is a center for pilgrims and domestic tourists.
Prostitutes wear their veils loosely over their heads in a style that passes for risque in this strictly regulated society. With their faces heavily made up, they stand at traffic circles where men driving by can inspect them and make a deal. The women are often young, including many teenagers who have run away from abusive homes.
Based on official figures, there are some 300,000 women who work as prostitutes in Iran. And according to newspapers, the number is steadily rising, despite frequent police crackdowns.
Now, some senior religious figures are suggesting the only way to solve the problem is to bring it under state control. In recent weeks, several prominent conservative clerics have proposed that prostitutes be placed in government-run shelters for destitute women to be called "chastity houses," where male customers could briefly marry them under Islamic law.
Proponents of the idea argue that it would "eradicate social corruption" by legitimizing sexual relations between the men and women. Under the plan, the couples would register for a temporary marriage under Iran's Shiite religious law code. The code allows a man to marry a woman for a mutually agreed time as short as a few hours or as long as a lifetime by reciting a verse from the Koran.
The temporary marriage license would protect the couple from harassment by authorities and, according to some proposals, it would be accompanied by free contraceptives and health advice. Under religious law, a temporary marriage imposes no obligations on a man unless the union produces a child, who must be recognized as legitimate and can claim a share of any inheritance.
One cleric backing the plan, Ayatollah Mohammed Mousavi Bojnurdi, recently told a newspaper: "We face a real challenge with all these women on the street. Our society is in an emergency situation, so the formation of the chastity houses can be an immediate solution to the problem." He added that the plan "is both realistic and conforms to Sharia [Islamic] law."
But if proponents of the idea see it as a solution, critics say it will only push more poor women and runaway girls into becoming prostitutes. The critics include women's groups, liberal parliamentarians, and, as the idea has been widely discussed in the Iranian press, an increasing number of clerics and state officials.
Hojatolislam Mohammed Taghi Fazel-Meibodi, a member of Qom Seminary, recently told RFE/RL's Persian Service that the proposal is religiously legal. But he said it does nothing to solve the problems of the prostitutes themselves or to prevent more women from joining their ranks: "There are several different issues here. According to Sharia, temporary marriage is legitimate and everyone attests to that. But it is not a common [practice] in our society. Our young people are troubled. There is poverty, unemployment, and more and more girls are escaping from their homes. Establishing these chastity houses will come to no good," Fazel-Meibodi said. "In a society where there are sharp differences between rich and poor, rich men will use these poor girls for a quick thrill and to satisfy their impulses and lust. Also, we have so many serious problems right now, what [problems] are they trying to overcome by introducing these houses at this juncture?"
Some proponents of temporary marriage have said that it will help ease social discontent among young men who are forced by the struggling economy to marry later. The socialist-style economy is unable to provide sufficient numbers of new jobs to absorb the large numbers of young men entering the market and is plagued by double-digit inflation and unemployment. As a result, many young men are unable to afford to start families, and the average marrying age has jumped from the early 20s, common two decades ago, to about 30 today.
Women's groups have been particularly outspoken about the idea of "chastity houses." Reuters recently quoted Shahrbanou Amani, a female parliamentarian, as calling them "an insult and disrespectful to women." The Cultural Council for Women, a liberal Islamist women's group, said such houses would be a "deceitful and thinly disguised" form of prostitution.
Shadi Sadr, a female journalist and legal expert, recently told RFE/RL's Persian Service that the proposal to set up chastity houses also envisions them as shelters for women released from prison. She said that could also push the former inmates into prostitution. "At some point in this plan, there is mention of prison and [the exercise] of judicial power. It is, in fact, to house women when they are released from prison so they go to these registries and are issued temporary marriage certificates. And there is a clear endorsement of payment of fees [in these proposals], which are contrary to temporary-marriage laws," Sadr said.
In recent weeks, some officials have said they would not participate in any efforts to establish chastity houses. The newspaper "Tehran Towse'eh" quoted Mahmud Mirlowhi, a deputy interior minister, as saying in late July that his ministry has nothing to do with the proposals. He also said, "The police force is to reject any allegations linking this proposal with the Interior Ministry."
The rise in prostitution has dismayed the ruling clergy, which for decades has blamed morality problems on negative influences from the West, such as satellite television and videos. The Islamic Revolution that toppled the Shah for being too pro-Western in 1979 closed all of Iran's brothels, driving prostitution underground.
Rasool Nafisi, a sociologist and dean of general studies at Strayer College in Washington, D.C., told RFE/RL's Persian Service that it is uncertain just what is causing the increase in prostitution now. Some of the reasons, he said, may be the poor economy, a high rate of divorce, and the easy exploitation of girls who flee abusive families but have no way to live independently. "The major factor is the high rate of divorce, which is about 25 percent. The other is runaway girls who leave home for a variety of reasons and become bait for those who lure them into prostitution," Nafisi said.
The runaway girls are usually fleeing home situations where their parents are abusive or are drug addicts or where they are subjected to sexual assaults. Some also are reported to be girls who have been married off at a young age by impoverished parents but face conflicts with older, exploitative husbands. But after they escape to towns and cities, they find they have no employment prospects and end up begging, engaging in petty crime, or working as prostitutes.

قررت الحكومة الإيرانية نشر بيوت الزواج المؤقت أو ما يعرف باسم زواج المتعة ليوم واحد، في الشوارع والأحياء، بحجة القضاء على مشكلة الاغتصاب والكبت الجنسي الذي يعاني منه الشباب الإيراني، في دولة تبيح ممارسة الجنس مع أي فتاة، تحت ذرائع دينية!
وتحت هذه الذريعة، سيكون بإمكان أي إيراني ارتياد هذه البيوت، لممارسة الجنس مع فتاة تقدم هذه الخدمة لأي شاب يقرع بابها، بحجة أن الدين يبيح هذه الممارسات، والتي يطلق عليها صفة الزواج لدى الشيعة!
ونقلت مصادر إعلامية اليوم الجمعة، عن قوى الأمن الداخلي قولها:إنها ستوسع نطاق ما يعرف في إيران بمراكز أو بيوت العفاف!!!؟؟ بهدف تقليص الاغتصابات وحل معضلة العلاقات الجنسية غير المشروعة.! وأكد تقرير رسمي للحكومة أنها مقتنعة بضرورة إشاعة الزواج المؤقت أو ما يعرف بزواج المتعة، لحل هذه الأزمة، وأنها مستعدة لإيجاد مراكز خاصة في هذا المجال!! فيما سمحت الحكومة للعديد من المكاتب ومواقع الإنترنت بنشاط يدخل في مجال تعارف النساء والرجال والبحث عن زوج أو زوجة، والزواج المؤقت.. حتى أن إعلاناً نشر في موقع رسمي يعلن عن تقديم مراكز دينية في مدن قم ومشهد وطهران لتأمين البنات للرجال الراغبين في الزواج المؤقت .. ويبلغ سعر الليلة الواحدة ما بين 50 إلى 100 دولار ويكون نصف الربح للمراكز الدينية الشيعية!!
ونقلت صحيفة القبس الكويتية الصادرة اليوم، عن الحكومة قولها: إنها تهدف إلى تقليص حالات الكبت الجنسي لدى الشباب والإقلال من حالات الاغتصاب، وإن كل من يريد أن يقوم بالعمل الجنسي يستطيع الذهاب إلى بيوت العفاف!!!!!!؟؟؟؟؟.
مشيرة إلى أن مثل هذه البيوت أو المراكز كانت موجودة في عهد الشاه السابق، لكن بعد الثورة تمت إزالتها لأنها مراكز فساد وانحطاط، إلا أن هاشمي رفسنجاني كان أول من طرح فكرة إيجاد بيوت العفاف أو مراكز الزواج المؤقت وذلك عام 1991 ولكن في الواقع تحولت هذه البيوت وفقاً لاعتراف أركان النظام إلى مراكز لفساد المسؤولين، إذ استولوا عليها وصاروا يلعبون بخلق الله كيفما يشاءون!
ولم يسمح النظام علنا باستمرار بيوت العفاف في عهد حكومة خاتمي ولا في الأعوام السابقة، حيث ظل هذا النشاط سرياً وعلى مستوى الشوارع أو البيوت الخاصة غير المرخص لها.
وأضافت الصحيفة أن هذه البيوت باتت مرتعاً لنزوات وشهوات المسؤولين وبعض رجال الدين الشيعة الذين لا يكتفون، عادة، حتى بأربع نساء حسب الشرع الإسلامي!
ويدعو النائب علي مطهري إلى تطبيق هذا المشروع بشكل واسع النطاق حتى في المدارس الثانوية والجامعات!!! على غرار الحرية الجنسية المتاحة في المجتمعات الغربية.
ويتساءل البعض: ترى هل يرضى رفسنجاني أو أي مرجع دين أو مسؤول كبير يدافع عن هذا المشروع أن يرسل إحدى بناتهم إلى بيوت العفاف لممارسة المتعة معها من قبل عشرات الشباب يومياً، أم أن هؤلاء ينصحون الناس فقط بإرسال بناتهم إلى بيوت العفاف لكي يمارسوا هم الجنس معهن لإرضاء
رغباتهم؟
